Religious freedom stems from the influence of Roger Williams school with the separation of church and state in the 1663 Colonial Charter of RI which endured until 1842 when the there was a rebellion. Only one third of the population was eligable to vote and own property and a majority held a convention and rewrote the Rhode Island Constitution. It thus overlapped the Articles of Confederation and the United States Constitution. One purpose of the Articles of Confederation was to preserve state and individual rights. The Nineth Ammendment to the US Constitution preserves all preexisting rights and the Fourteenth Ammendment extended protection to the protection of individual rights from state abuse.
